办理流程
一、由困难家庭向所在社区居委会(村委会)写出家庭贫困申请并提供相关证明材料，所在社区居委会(村委会)进行入户调查了解情况后，对情况属实的，签署意见并加盖公章。
二、由本人将社区居委会(村委会)加盖公章的个人申请及相关证明材料送到街道办事处(乡、镇*)，街道办事处(乡、镇*)进行调查审核后，对情况属实的，签署意见并加盖公章。
三、由本人将社区居委会(村委会)和街道办事处(乡、镇*)加盖公章的个人申请及相关证明材料送到县级民政部门，县级民政部门审核后签署意见并加盖公章。

学校见了三级证明，自然对持证的大学生以贫困生看待，给予生活照顾。人家村里、镇里、县里都通过了，学校还有什么好说的呢?
为什么大家乐于有一张三级证明呢?因为三级证明可以证明我们家庭的贫困，进而获取生活上的照顾。作为贫困大学生，有生活补助，有助学金，有赞助费，有些奖学金还需优先考虑贫困大学生。如此，大家何乐而不为?钱多不烫手，不要白不要。于是，不少假贫困生便挤了进来，以图分一杯羹。
因为对贫困大学生给予的金额帮助是有限的，所以，假贫困大学生会占用真贫困大学生应得的部分金额。真贫困大学生又没有办法，只能被动的接受安排了。
之所以出现假贫困大学生，一个极其重要的原因是大学生贫困认定制度不健全，使得有些人钻空子。真假贫困生问题本质上是一个诚信问题，是一些大学生缺乏诚信的表现。
